A few things to note here:

  • Make sure the nick you're trying to annoy is actually present in the channel. 
if ($2 ison $chan)
  • Make sure you have a check for !annoy and !stop being used. 
if (%me. $+ $2)
  • On execution, you only need one *****. 
on *:text:*:#:{
  • You don't need an else if your check passes. 
if (%me. $+ $nick) msg $chan $1-
