XCHAT - Ban/Mute Timer Control Script

Description

Accessible Via the Menu in xchat. Type: /timeout channel nick hostmask seconds, /kick channel nick hostmask seconds, /remove <Removes FSB>

Adds Automatic Timer Control to Ban/Mute Commands. It sets the Ban on the nick, then after so many seconds UnBans the nick automatically.

When Closing and Restarting XChat it automatically un-bans any remaining bans set by it. Timers do not set on restart! Only for that session they remain.

Minor Fix: Updated Kickban to create a file if its not written automatically.

Minor fix: Instead of looping thought the loop if there is no bans it kills the timer and returns.
