about 20 seconds :P hehehehe all i did was set background to white, get paint brush (set white) and it was 4px, draw some lines, then go Filter->Blur->Radial Blue, 100 on Zoom. Then just go Filter->Artistic->Neon Glow and voila :)
Was experimenting about different looks and stuff and came across many different looks and thought this was the best that i had found so far and posted it ;)
